To compete for such a buyer without well-defined preferences, you have to include in your description as much as possible about your area, and also if your country has some kind of programs to attract foreign buyers, don't forget to mention it.

To compete for an investor who already knows - what and where to buy, you have to look at all other properties in your area and price range, and do your best to make your listing more attractive than others.
